By using PayRecon, you acknowledge you have read, understood, and agree to be bound by these Terms of Service and our Privacy Policy.

1. Acceptance of Terms

These Terms of Service ("Terms") constitute a legally binding agreement between you and Operation Tango LLC, a Florida Limited Liability Company ("we," "us," or "our") regarding your use of the PayRecon military-to-civilian compensation calculator (the "Service").

By accessing, browsing, or using PayRecon, you acknowledge that you have read, understood, and agree to be bound by these Terms and our Privacy Policy. If you do not agree to these Terms, you must immediately cease using the Service.

Eligibility Requirements:

  • • You must be at least 18 years of age to use PayRecon
  • • You must have the legal capacity to enter into binding contracts
  • • You must be authorized to agree to these terms on behalf of yourself
  • • You must use the Service in compliance with all applicable federal, state, and local laws

2. Description of Service

PayRecon is a web-based military-to-civilian compensation calculator designed to help active-duty service members, veterans, and military spouses evaluate civilian job offers and plan career transitions.

The Service Provides Four Outputs:

  • Base Pay: What the military "officially" pays you - the number on your LES
  • Break-Even Salary: The real comparison - the civilian salary needed to bring home the same paycheck after accounting for benefits, taxes, and expenses
  • Total Compensation: What your package is really worth - comprehensive valuation including base pay, allowances, benefits, retirement contributions, and clearance premium
  • Your Hard Deck: The lowest you should accept - your negotiation floor accounting for career advancement potential, job security, benefits quality, and long-term financial goals

Data Sources:

PayRecon uses official Department of Defense data from our Phoenix database (hosted on Supabase) including:

  • • Defense Finance and Accounting Service (DFAS) military pay tables
  • • DoD Basic Allowance for Housing (BAH) rates by ZIP code
  • • DoD Basic Allowance for Subsistence (BAS) rates
  • • Special and incentive pay tables (flight pay, dive pay, language proficiency, etc.)
  • • Military retirement system parameters (High-3, BRS, Redux)
  • • Civilian market compensation data from industry surveys and published reports

Service Characteristics:

  • Educational and informational purposes only - assists with career planning and decision-making
  • Free to use for personal purposes - no subscription or payment required
  • Operated by Operation Tango LLC - a private Florida Limited Liability Company
  • No account required - calculations performed in real-time without storing personal data

3. NOT FINANCIAL ADVICE - Critical Disclaimer

PAYRECON IS NOT FINANCIAL ADVICE

The calculations, estimates, and information provided by PayRecon are for educational and informational purposes only. PayRecon does NOT constitute:

  • ✗ Financial advice or financial planning services
  • ✗ Investment advice or recommendations
  • ✗ Career counseling or professional guidance
  • ✗ Official military transition assistance
  • ✗ Tax advice, tax preparation, or tax planning services
  • ✗ Legal advice or legal representation
  • ✗ A substitute for professional consultation

Your Responsibilities:

  • • You are solely responsible for all career and financial decisions
  • • You must consult a qualified, licensed financial advisor before making major financial or career decisions
  • • You should participate in your military branch's Transition Assistance Program (TAP)
  • • You should consult your Command Career Counselor for official military guidance
  • • You should seek professional tax advice regarding your specific tax situation
  • • You must independently verify all information before relying on it

Results Are Estimates Only:

  • • Calculator results are estimates, not guarantees
  • • Actual outcomes may differ significantly based on individual circumstances
  • • Civilian compensation varies widely by employer, location, industry, and negotiation
  • • Job market conditions change constantly and are not predictable

Operation Tango LLC is not a financial advisory firm, investment advisor, or tax preparer. We are a software company providing a calculation tool for educational purposes. We do not provide financial planning, investment, tax, or legal services.

4. No Department of Defense Affiliation

PayRecon is NOT affiliated with, endorsed by, or officially connected to the U.S. Department of Defense or any military branch.

PayRecon is an independent service operated by Operation Tango LLC, a private Florida Limited Liability Company. PayRecon is:

  • NOT endorsed by the Department of Defense (DoD)
  • NOT affiliated with the U.S. Army, Navy, Air Force, Marine Corps, Space Force, or Coast Guard
  • NOT an official government service or website
  • NOT operated by or on behalf of any government agency
  • NOT authorized or sanctioned by military leadership or command
  • NOT part of Transition Assistance Program (TAP), Army Career Skills Program (CSP), or any official transition program

Public Data Usage:

PayRecon uses publicly available Department of Defense compensation data (pay tables, BAH/BAS rates, special pay schedules) that is published by DFAS and other DoD agencies. Use of this public data does not imply endorsement, affiliation, or approval by the DoD or any military branch.

For official military transition assistance, career counseling, or benefits information, contact your Command Career Counselor or visit your installation's Transition Assistance Program (TAP) office.

5. Data Accuracy and Limitations

While we strive to provide accurate calculations based on current military compensation data, you acknowledge and agree that:

Calculation Limitations:

  • • Calculations are estimates based on available data and may not reflect your exact personal situation
  • • Military pay data is updated annually based on DoD publications (current data: 2026)
  • • Civilian market data may vary significantly by region, employer, and industry
  • • Special circumstances (deployment pay, combat zones, unique allowances) may not be fully reflected
  • • State tax calculations are approximations for all 50 states plus DC
  • • Healthcare costs vary significantly by location, provider network, and plan type
  • • Childcare costs are market averages and actual costs vary widely
  • • Security clearance premiums are estimates based on industry surveys, not guaranteed salary increases

No Guarantee of Accuracy or Outcomes:

Operation Tango LLC makes no representations or warranties regarding:

  • • The accuracy, completeness, or reliability of calculations
  • • The timeliness or currency of data sources
  • • Specific salary outcomes, job offers, or employment opportunities
  • • Civilian employer benefits, compensation packages, or hiring decisions
  • • Tax liabilities or refunds in any jurisdiction
  • • Future changes to military or civilian compensation

Your Responsibility: You are responsible for independently verifying the accuracy of all information and calculations before relying on them for any purpose, including salary negotiations, career decisions, or financial planning.

6. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY FLORIDA LAW:

No Liability for Career Decisions:

Operation Tango LLC, its officers, directors, members, employees, agents, and affiliates shall NOT be liable for:

  • • Career decisions made based on PayRecon calculations or results
  • • Job offers accepted or rejected based on calculator results
  • • Financial losses resulting from career transitions or decisions
  • • Lost military benefits, retirement credits, promotion opportunities, or seniority
  • • Lost civilian income, benefits, employment opportunities, or career advancement
  • • Tax liabilities, penalties, or financial obligations arising from career decisions
  • • Reliance on inaccurate or outdated data from third-party sources
  • • Salary negotiation outcomes or employment contract terms

"AS IS" and "AS AVAILABLE" Service:

The Service is provided "AS IS" and "AS AVAILABLE" without warranties of any kind, either express or implied, including but not limited to:

  • • Warranties of merchantability or fitness for a particular purpose
  • • Warranties of non-infringement of third-party rights
  • • Warranties of accuracy, reliability, or completeness
  • • Warranties that the Service will be uninterrupted, secure, or error-free
  • • Warranties regarding results obtained from use of the Service

Maximum Liability Cap:

In no event shall Operation Tango LLC's total aggregate liability to you for all damages, losses, claims, and causes of action (whether in contract, tort, or otherwise) exceed the greater of:

  • (a) One Hundred Dollars ($100.00), or
  • (b) The amount you paid to use PayRecon in the twelve (12) months preceding the claim

Note: PayRecon is currently a free service. Since no fees are charged, our maximum aggregate liability is effectively $100.00.

Exclusion of Consequential Damages:

In no event shall Operation Tango LLC be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, including but not limited to:

  • • Loss of profits, revenue, income, or business opportunities
  • • Loss of data or information
  • • Loss of use or enjoyment
  • • Loss of goodwill or reputation
  • • Cost of substitute services or products
  • • Personal injury or emotional distress

This limitation applies regardless of the legal theory (contract, tort, negligence, strict liability, or otherwise) and even if Operation Tango LLC has been advised of the possibility of such damages.

Some jurisdictions do not allow the exclusion or limitation of certain warranties or damages. In such jurisdictions, our liability and warranties shall be limited to the maximum extent permitted by applicable law.

7. Acceptable Use Policy

You agree to use PayRecon only for lawful purposes and in accordance with these Terms. You agree NOT to engage in any of the following prohibited activities:

Prohibited Activities:

  • ✗ Use the Service for any commercial purpose without our prior written permission
  • ✗ Scrape, harvest, or collect data systematically from the Service using automated means
  • ✗ Use automated tools, bots, scripts, or crawlers to access the Service
  • ✗ Make excessive or automated queries to our Phoenix database or Supabase infrastructure
  • ✗ Reverse engineer, decompile, or disassemble any part of the calculator or algorithms
  • ✗ Attempt to breach security measures or access unauthorized areas
  • ✗ Interfere with or disrupt the Service, servers, or networks
  • ✗ Use the Service to transmit malware, viruses, or malicious code
  • ✗ Submit false, fraudulent, or misleading information intentionally
  • ✗ Use the Service to harm, harass, defraud, or impersonate others
  • ✗ Violate any applicable federal, state, or local laws or regulations
  • ✗ Resell, redistribute, or sublicense calculator results or code
  • ✗ Remove copyright notices, attribution, or proprietary markings
  • ✗ Impersonate any person, entity, or Operation Tango LLC employee
  • ✗ Create derivative works based on the calculator methodology

Permitted Use:

You may use PayRecon solely for personal, non-commercial purposes to evaluate your own military compensation and civilian employment opportunities. You may share your individual calculation results for personal purposes.

We reserve the right to suspend or terminate your access to the Service at any time, without prior notice, for any violation of these Terms or for any other reason at our sole discretion.

8. Intellectual Property

Proprietary Rights:

The PayRecon service and all of its components, including but not limited to:

  • • Software code, calculation algorithms, and methodologies
  • • User interface design and website layout
  • • Calculation formulas and trade secrets
  • • Branding, logos, trademarks, and service marks
  • • Documentation, content, and written materials
  • • Database schema and architecture

are proprietary to Operation Tango LLC and are protected by U.S. and international copyright, trademark, patent, trade secret, and other intellectual property laws.

Public Data Attribution:

  • • Military compensation data is sourced from public DoD publications (DFAS pay tables, BAH/BAS rates, etc.)
  • O*NET® is a trademark of the U.S. Department of Labor, Employment and Training Administration
  • • Civilian market compensation data is sourced from industry surveys and published reports
  • • Use of public data does not transfer ownership or create derivative rights

Usage Restrictions:

You may NOT:

  • • Copy, reproduce, modify, or create derivative works of the Service
  • • Reproduce, distribute, or publicly display the calculator code or algorithms
  • • Remove, obscure, or alter copyright notices or proprietary markings
  • • Use Operation Tango LLC trademarks or logos without written permission
  • • Claim ownership of any PayRecon intellectual property

Limited License:

Operation Tango LLC grants you a limited, non-exclusive, non-transferable, revocable license to access and use PayRecon for personal purposes in accordance with these Terms. All rights not expressly granted are reserved by Operation Tango LLC.

9. Third-Party Links and Resources

PayRecon may contain links to third-party websites, services, or resources for your convenience and reference. These links are provided for informational purposes only.

No Responsibility for External Content:

  • • Operation Tango LLC does not control, endorse, or monitor third-party websites
  • • We are not responsible for the content, accuracy, legality, or practices of external sites
  • • Links do not imply endorsement, sponsorship, affiliation, or approval
  • • You access third-party sites entirely at your own risk
  • • Third-party sites are governed by their own terms of service and privacy policies
  • • We are not liable for any harm, loss, or damages resulting from third-party interactions

Examples of third-party resources: DoD websites, DFAS, military branch transition programs, civilian job boards, financial planning services, and tax preparation services.

10. Service Availability

While we strive to provide reliable service, Operation Tango LLC makes no guarantees regarding service availability, uptime, or continuity.

No Uptime Guarantee:

  • • We do not guarantee 24/7 availability or uninterrupted access to PayRecon
  • • The Service may be unavailable due to maintenance, updates, or technical issues
  • • Database connectivity to Supabase/Phoenix is required for calculations to function
  • • We may suspend or discontinue the Service at any time without prior notice
  • • We may modify, update, or discontinue features at any time without liability
  • • We may terminate the Service entirely at our sole discretion

No Liability for Interruptions:

Operation Tango LLC shall not be liable for any service interruption, downtime, data loss, inability to access PayRecon, or any consequences resulting from service unavailability.

11. User Responsibilities

As a user of PayRecon, you have the following responsibilities:

Your Obligations:

  • Provide accurate information: Enter truthful and accurate data for calculations
  • Verify results: Independently verify calculator results with official sources and professional advisors
  • Use results responsibly: Exercise good judgment when using results in decision-making and negotiations
  • Keep access secure: Maintain the security of your device and browser when accessing PayRecon
  • Review terms periodically: Check these Terms and our Privacy Policy for updates
  • Comply with laws: Use the Service in compliance with all applicable laws and regulations
  • Report issues: Notify us of errors, bugs, security vulnerabilities, or concerns at support@operationtango.com

Failure to fulfill these responsibilities may result in inaccurate calculations, poor decisions, or other adverse consequences for which Operation Tango LLC is not liable.

12. Changes to Terms

Operation Tango LLC reserves the right to modify, amend, or update these Terms of Service at any time, at our sole discretion, without prior notice.

Notification of Changes:

  • • Changes are effective immediately upon posting to this page
  • • We will update the "Last Updated" date at the top of these Terms
  • • Material changes may be highlighted or announced via a banner on the PayRecon website
  • • You are responsible for reviewing these Terms periodically to stay informed of updates

Your continued use of PayRecon after changes are posted constitutes your acceptance of the modified Terms. If you do not agree to the updated Terms, you must immediately stop using the Service.

13. Indemnification

You agree to indemnify, defend, and hold harmless Operation Tango LLC, its officers, directors, members, employees, agents, contractors, and affiliates from and against any and all claims, liabilities, damages, losses, costs, expenses, or fees (including reasonable attorneys' fees and legal costs) arising from or related to:

  • • Your use or misuse of PayRecon
  • • Career, financial, or personal decisions made based on calculator results
  • • Your violation of these Terms of Service
  • • Your violation of any applicable federal, state, or local laws or regulations
  • • Your violation of any rights of third parties, including intellectual property rights
  • • Any fraudulent, false, or intentionally incorrect information you provide
  • • Your negligent or wrongful conduct
  • • Disputes between you and third parties arising from your use of PayRecon

This indemnification obligation survives termination of these Terms and your use of the Service. Operation Tango LLC reserves the right to assume the exclusive defense and control of any matter subject to indemnification, at your expense.

14. Dispute Resolution

Governing Law:

These Terms shall be governed by and construed in accordance with the laws of the State of Florida, without regard to its conflict of law principles. The application of the United Nations Convention on Contracts for the International Sale of Goods is expressly excluded.

Jurisdiction and Venue:

Any disputes, claims, or controversies arising out of or relating to these Terms or your use of PayRecon shall be resolved exclusively in the state or federal courts located in Pinellas County, Florida. You consent to the personal jurisdiction of these courts and waive any objection to venue in Pinellas County, Florida.

Informal Resolution Requirement:

Before filing any legal action, lawsuit, or formal dispute resolution proceeding, you agree to first contact us at legal@operationtango.com to attempt to resolve the dispute informally. We commit to working with you in good faith to reach an amicable resolution.

No Class Actions:

You agree that any dispute resolution proceedings, whether in court or arbitration, will be conducted only on an individual basis and not in a class, consolidated, or representative action. You waive the right to participate in a class action lawsuit or class-wide arbitration against Operation Tango LLC.

Legal Fees:

Each party shall be responsible for its own legal fees and costs in any dispute, unless otherwise required by applicable law or awarded by a court of competent jurisdiction.

15. Severability and Waiver

Severability:

If any provision of these Terms is found to be invalid, illegal, or unenforceable under Florida law or by a court of competent jurisdiction, such provision shall be modified to the minimum extent necessary to make it valid and enforceable while preserving its intent. If such modification is not possible, the invalid provision shall be severed from these Terms.

The invalidity, illegality, or unenforceability of any provision shall not affect the validity or enforceability of the remaining provisions, which shall remain in full force and effect.

Waiver:

No waiver of any term or condition of these Terms shall be deemed a further or continuing waiver of such term or any other term. Operation Tango LLC's failure to assert or enforce any right or provision under these Terms shall not constitute a waiver of such right or provision.

All waivers must be in writing and signed by an authorized representative of Operation Tango LLC to be effective.

16. Entire Agreement

These Terms of Service, together with our Privacy Policy (incorporated by reference), constitute the entire agreement between you and Operation Tango LLC regarding your use of PayRecon.

Supersedes Prior Agreements:

These Terms supersede and replace all prior or contemporaneous understandings, agreements, representations, and warranties, both written and oral, regarding PayRecon.

No Oral Modifications:

No oral explanation or oral information provided by Operation Tango LLC, its employees, or agents shall alter the meaning or interpretation of these Terms. Any modifications to these Terms must be in writing and posted on this page.
